Professional Experience

Ray Kindley has focused his practice in the area of energy and natural resources law.  He has represented many publicly-owned generating utilities in transactions and in litigation matters.  He has been lead counsel in several long-term power sales transactions and key energy law cases.  He is also general counsel for Wasco Electric Cooperative, Northwest Public Power Association and Central Washington Power Agency.  He has regularly appeared before the 9th Circuit Court of Appeals, the District of Columbia Court of Appeals, Federal Energy Regulatory Commission and Bonneville Power Administration concerning energy matters.

Previous Experience

Ray Kindley was a power analyst for Grant County Public Utility District and the Pacific Northwest Utilities Conference Committee from 1980 to 1992.  Before joining Cable Huston, Ray Kindley was a partner in the energy and environmental group of one of the largest law firms in the Pacific Northwest.

Representative Work

  • Represented clients before 9th Circuit Court of Appeals concerning Bonneville Power Administration's decisions concerning the Residential Exchange and service to the Direct Service Industries.
  • Represented numerous generating public utility districts in several Bonneville Power Administration power and transmission rate cases and appeals of those cases in the United States Court of Appeals for the Ninth Circuit.
  • Represented three public utility districts in the development of long-term power purchase contracts from the Frederickson Power Project.
  • Represented a Washington public utility district association in litigation concerning transmission regulations before the Federal Energy Regulatory Commission and the U.S. Court of Appeals for the District of Columbia.
  • Represented utility districts in the purchase of renewable energy credits.
  • Represented national investment corporations in the purchase of a large wind generation complex located in South Central Washington.
  • Represented several utility districts in the development of mid-sized gas fired generation units and in the development of associated interconnection and joint operating agreements.
  • Represented a wind generation development company in the development of a wind generation complex in Southwestern Washington that will exceed 400 MW of capacity.
  • Represented cooperatives in the negotiation and creation of several transmission interconnection agreements and transmission wheeling agreements.
  • Represented several utility districts in obtaining natural gas supplies and gas transportiation agreements and associated contracts.
  • Represented several small generation developers in the development, licensing and operation of PURPA projects.

Member of the West Linn Utility Advisory Board, Chair from 1998 through 2006.
